Presumably this was prepared for the “English” market when the Scottish scheme was going ahead. By now the Scottish Deposit Return Scheme should have gone live. The Tory government kicked it into touch because they care more about trying to cling on to power, and not being voted out at the next election, rather than doing something positive to boost recycling rates and reduce litter.
